White House grants another two-year exemption from EPA air toxics rules (July 13, 2026)

WASHINGTON — President Donald Trump signed a proclamation granting two years of regulatory relief from what the White House called "stringent Biden-era regulations that have hampered sectors vital to national security," according to a fact sheet released by the administration in July 2026. The proclamation covers certain chemical manufacturers that produce chemicals used in semiconductor production, medical device sterilization, advanced manufacturing, and national defense systems. It allows the named critical facilities to comply with the EPA standards that were in place before the Biden administration's rulemakings for a period of two years, which the White House said ensures those facilities "can continue to operate uninterrupted."

The fact sheet situates the action within a broader pattern of exemptions and rollbacks. It notes that in May 2026 Trump terminated what it described as the Biden administration's "ridiculous refrigerant regulations," which the White House said imposed burdensome and costly requirements and substantially increased the price of transporting and storing refrigerated goods. The administration also stated that Trump "has signed multiple prior exemptions like the ones granted today, to ensure many industries vital to our national security can continue producing at full capacity without complying with burdensome and costly regulations that result in little environmental benefit." Prior proclamations in this series have covered [detailed in other sources:] coal-fired power plants, taconite iron ore processing facilities, copper smelting, and coke oven facilities.
